How to improve data collection on disability?
In March 2019 Melanie and Vicki hosted the Government Statistical Service Harmonisation Team from the Office for National Statistics to discuss improvements to data collection on disability.
Current data collection prioritises a single ‘harmonised’ measure based on a socio-legal definition. This definition has expanded over time and with it the proportion of the population who report that they are disabled. Alternative and additional data collection using a more medico-functional definition would allow researchers to distinguish between the expansion in disability defined by the Equality Act and a more stable functional definition. This would not replace the socio-legal definition but rather add detail to what is a complex and dynamic concept.
